Well updating the site, posting to your own blog and ensuring that the content of the website is unique and of interest to its readers will encourage other webmasters to link to the website. These links are invaluable and are what will enable the site to ultimately gain a high ranking within the major search engines.
The second front is where you attempt to obtain these all important backward links in other ways. One such way and one which is basically free is to promote the website via writing articles. Each article can be submitted to some of the best article directories where in turn other webmasters can then use the content on their own sites. They can do this as long as they keep the link intact and make it "live", the link that it is to your website that you are allowed to include within the article.

There are also other ways to attempt to gain links such as social media and posting to high value blogs that pass "page rank
